Cesar Millan, who you know as the star of the incredibly popular National Geographic Channel's Dog Whisperer with Cesar Millan, and his wife, Ilusion, have a foundation, dedicated to working to fix this insane and massive issue. The Cesar and Ilusion Millan Foundation advocates for spay and neuter programs and supports nonprofit animal shelters and rescue organizations all over the country in their rescue, rehabilitation and re-homing efforts.
